G & G Living Centers, Inc. was founded in 1992 by a group of community leaders from Guttenberg and Garnavillo for the purpose of bringing back to northeast Iowa the developmentally disabled children of families in the area. Previously, these children were placed in distant facilities due to lack of available services in Clayton County.

Also in 1992, Manifest Destiny (later known as Midwest Opportunities, Inc.) was incorporated as a non-profit organization and was headquartered in Corning, Iowa. At that time, the planning and construction of five Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/ID) locations began.

In Maquoketa, a new building was completed next to DAC’s Recycling Center and DAC moved its Administrative and Vocational Services into that facility.
